China Vocational Education Association (CVEA) was founded in 1917 by the renowned educator and patriotic democrat Huang Yanpei, together with 48 well-known figures in education and industry including Cai Yuanpei and Liang Qichao. It is the earliest vocational education organization established in China. Led by the Communist Party of China and managed by the United Front Work Department of the Central Committee, it serves as a bridge and link between the Party and the government and professionals in the vocational education field, and is also an important force in advancing united front work and vocational education.
"Cogdel's Solution" for Vocational Education "Going Global"
Mr. Wang Shu, Deputy Director of the Foreign Exchange and Cooperation Special Committee of Sichuan Provincial Committee of the China Vocational Education Association, and Chairman of Cogdel Education Group, delivered a welcome speech and gave a keynote sharing. He mentioned that the internationalization of vocational education is not a simple "going out", but a redesign of traditional paths based on an in-depth understanding of the mature experience of vocational education systems in different countries and emphasizing practical reference significance.
Cogdel Education Group's continuous and in-depth exploration on this path has gained widespread recognition and support from industry partners at home and abroad, including consular institutions and overseas universities. This has not only deepened the understanding of the operational logic of vocational education systems in some countries, but also uncovered opportunities for cooperation and new path development between overseas vocational education systems and characteristic majors of local universities.

Mr. Wang Shu Visits American Community Colleges
During his research trip to the United States, Mr. Wang Shu found that the American vocational education system has distinct advantages in its strong credit transfer system and close industry-university cooperation. If China's highly mature professional system in vocational education, which possesses both cultural and industrial competitiveness, can be exported overseas, it will not only meet local educational needs and industrial ecology, but also realize the core of "integration of general and vocational education" (IGVE) and provide students with vocational skills preparation throughout their educational careers.

For example, in the "going global" of Chinese cuisine vocational education, establishing "China Sichuan Cuisine Academy" in American community colleges. This innovative "Cogdel's Solution" enables domestic vocational education institutions to "go global" with professional standards, curriculum systems and teaching capabilities, realize the international expression of Chinese vocational education brands, promote China's advantageous majors and mature school-running capabilities to go overseas, and form sustainable international influence.
This approach not only expands the international boundaries of vocational education, but also provides a more proactive discourse space for Chinese vocational education to participate in global skilled talent training.

Jointly Building a New Path for "Belt and Road" Vocational Education Cooperation

Mr. Shi Min emphasized that the core of vocational education reform and innovation does not lie in the model itself, but in building a more stable and balanced international cooperation structure for vocational education through two-way flow and collaborative training.

Talent Training Channels Serving "Going Global" Industries
Through the training model of "domestic theory and overseas study foundation + overseas branch campus skills and practice", students are guided to complete overseas studies and local employment, and stable cooperative relationships are established with Chinese-funded enterprises to achieve targeted training and delivery. This solves the talent localization and management challenges faced by Chinese-funded enterprises in the process of going global.
Building an "Bringing In" International Skilled Talent System
Promote the "Chinese Language + Vocational Skills" model for international students coming to China. At the stage of overseas cooperative institutions or overseas branch campuses, focus on intensive Chinese language training, cultural adaptation and professional basic teaching, and then enter domestic institutions for immersive professional learning and practice. This enables students to systematically master vocational skills and obtain Chinese academic degrees and authoritative certifications.
The vitality of vocational education comes from the continuous response to the real needs of industries, rather than passive pursuit of conceptual trends. In terms of professional layout, the group focuses on a number of application-oriented and technical professional fields with practical foundations and long-term needs.

In the field of interdisciplinary integrated skills, cultivate frontline application-oriented technical talents who can directly enter production and operation, accurately responding to industrial changes.
Taking Internationalization as the Core to Build "Two Channels, Three Dimensions and Four Ports"
Based on its long-term accumulation in the international education field, Cogdel Education Group is gradually forming a vocational education collaborative model driven by internationalization. Through the systematic design of "Two Channels, Three Dimensions and Four Ports", it promotes vocational education from project cooperation to structural upgrading.
01 Two Channels: Parallel Development of "Bringing In" and "Going Global"
● Bringing In: Introduce overseas universities, curriculum systems, certification standards and teaching equipment resources, and explore diversified connection paths such as joint training for undergraduate and master's degrees.
● Going Global: Taking the Belt and Road Initiative as the starting point, bring China's mature professional standards, enterprise needs and cultural influence to overseas markets, and build an international vocational education brand with sustained influence.
02 Three Dimensions: Talent Flow and Training Paths
● Overseas further study and high-quality employment channels for Chinese students, directly connecting the learning process with international vocational positions through international classes and special projects.
● Localized international vocational education paths, realizing the "local internationalization" school-running model by introducing and localizing overseas vocational education courses and certification systems.
● Study-in-China paths for overseas students, systematically undertaking overseas skilled talents to enter China's vocational education system through a centralized and quasi-industrial training model.
03 Four-Port Linkage: Collaborative Pillars of System Operation
● Government Port: Align with national strategies and policy orientations to ensure that the development direction of vocational education is in sync with major policies.
● Industrial Port: Move from "aligning with industry needs" to "co-building industrial ecology", forming a positive feedback loop of "industrial demand — educational adaptation — industrial upgrading".
● Educational Port: Take "Two Channels + Three Dimensions" as the structural foundation to strengthen the overall coordination and internal flexibility of the vocational education system.
● Supply-Demand Port: Promote vocational education from single internship and employment output to full-lifecycle human resource support covering training, employment, growth and return.
Through the construction of this system, Cogdel Education Group not only connects multiple subjects of vocational education, but also provides a systematic solution for vocational education with international adaptability, industrial responsiveness and long-term stability.
From introducing international experience to reshaping local paths; from talent training to standard setting; from single-point cooperation to ecological co-construction. With the core direction of promoting the internationalization and high-quality development of vocational education, relying on the all-dimensional school-running guarantee, industrial synergy advantages and resource integration capabilities accumulated over 28 years, Cogdel Education Group is committed to building a vocational education system that connects China and the West and keeps pace with the times. It not only provides a replicable paradigm for industry development, but also continuously contributes educational strength with global perspective, Chinese characteristics and Cogdel's responsibility in serving national strategies and regional economies.
As a bridge and link between the Party and the government and professionals in the vocational education field, and an important force in advancing united front work and vocational education, the China Vocational Education Association (CVEA) will continue to respond to its call. Cogdel Education Group will take internationalization as the "core", deepen international exchanges and cooperation in vocational education, jointly participate in and promote the transformation and reform of Chinese vocational education, build a highland for internationalized vocational education, and create a Chinese business card for vocational education worldwide.
